Many teams limit themselves to a small number of static environments like Dev and Staging because they are afraid of losing overview and breaking things. This slows down innovation, velocity in development and compromises developers’ autonomy. For example, they cannot spin up environments on demand to run some tests on their own and experiment with new technology. 

On the other hand, with a growing number of environments, services, deployments and dependencies (think of databases, DNS, etc.) it can get really hard to keep track of all changes. This increases the risks of broken environments.
